1. Application for a Gas Retail Provider Contract and Completion of Contract
(1) The customer shall agree to the contents of the Important Notes regarding provider conditions, as well as the Articles for Gas Retail Providers and apply via telephone, the Internet or by using an application form designated by the Company.
(2) The contract regarding gas retail supply and usage (hereinafter referred to as “Gas Retail Provider Contract”) is completed when our company accepts the application for gas usage. The same applies when changing contracts.
(3) The customer shall comply with the matters stipulated in the Transportation Service Provisions (referred to as “Transportation Service Provisions, etc.”) and other supply conditions, etc., defined by the General Gas Pipeline Service Provider (referred to as the “concerned General Gas Pipeline Service Provider”) that supplies gas to the area where the customer wants service.
2. Disadvantages Associated with Application
Please be aware that the following disadvantages may occur when changing contracts from another company to our Company.
(1) By canceling your current gas contract, it is possible that you will not be eligible for a contract at the price plan you currently have with the company you are currently contracted with.
(2) By canceling the current gas contract, it is possible that cancellation penalty fees, etc., will be charged by the company you are currently under contract with.
(3) With the current gas contract, if you have benefits such as points, etc., when you cancel your current contract it is possible you will lose any such points.
(4) With the current gas contract, if you are receiving discounts based on continued usage periods, when you cancel your contract it is possible the continued usage period will become invalid.
(5) By cancelling the current gas contract, it is possible you may not be able to access usage volume information such as gas usage amount and bills, etc., for the period of time up to the cancellation date.
3. Scheduled Gas Supply Start Date, etc.
(1) The following gas supply start dates have been set by the Company for when a Gas Retail Provider Contract is completed with a customer.
a. When newly starting to use gas for reasons such as moving (relocation), in principle, the start date is the date the customer requests.
b. When starting to use gas due to changing to the Company from another gas company, in principle, the day after the regular meter-reading day based on the Transportation Service Provisions defined by the concerned General Gas Pipeline Service Provider after completing prescribed procedures.
(2) If it becomes clear that gas cannot be supplied at a predetermined supply start date due to unavoidable circumstances such as preparations, etc. by the concerned General Gas Pipeline Service Provider, the customer shall be informed the reason(s) and a new supply date to provide gas shall be determined upon discussions with the customer.
4. Billing Start Date
Billing shall start on the gas supply start date.
However, in regards to customers with provider contracts prepared in advance, not including situations where the customer is at fault, in principle, gas will be provided from the date stipulated in the provider contract.
5. Billing Cycle
The billing cycle starts from the day following the meter-reading day (referred to as the “meter-reading day”) established by the Company up to the next meter-reading day.
However, regarding the billing cycle for when gas supply was started, the cycle shall start from the start date to the next meter-reading day (includes the start day); regarding the billing cycle for when a gas provider contract is extinguished, the cycle shall start from the day following the last meter-reading day to the day of extinguishment (includes the day of termination).
6. Calculation of Gas Usage
(1) The Company conducts meter-reading once a month on a predetermined day (meter-reading is called “regular meter-reading” and the day on which regular meter-reading is performed is called the "regular meter-reading day”).
(2) Gas usage during the billing cycle is the amount of gas calculated by meter-reading conducted by the Company. Furthermore, the Company may calculate gas usage volume based on meter-reading conducted based on Transportation Service Provisions defined by the concerned General Gas Pipeline Service Provider and the calculated gas volume.
(3) When the gas usage volume is calculated, the Company shall promptly notify the customer of their gas usage volume.
(4) In the event the gas volume could not be correctly calculated due to gas meter damage, etc., the gas usage volume for the billing period will be a number based on the last three months or the same period in the previous year or a number determined by discussions between the concerned General Gas Pipeline Service Provider and the Company based on the gas volume reading from the replaced gas meter and other circumstances.
7. Billing Calculation and Selling Price
(1) Your gas bill is calculated by determining O to F in the price list based on your monthly gas usage volume and adding the basic charge and unit price. Additionally, the unit price is calculated by adding or subtracting material cost adjustments in accordance with fluctuations in material costs.
(2) If the customer started (or terminated) gas usage or if any changes were made to the bill in accordance with a change in contract details, the bill will be prorated in accordance with the days used.
(3) For details of billing calculations and material cost adjustments, etc., please refer to the Company’s Articles for Gas Retail Provider and
the price list.

8. Payment Obligation and Payment Due Date
(1) The date the customer becomes obligated to pay the bill is the date predetermined for billing (referred to as the “date of payment obligation”) by the Company for each customer with consideration of the prescribed meter-reading day.
(2) The customer must pay the bill by the payment due date.
(3) The payment due date is the 30th day from the day following the date of payment obligation. However, if the 30th day from the day following the date of payment obligation is a holiday (a Sunday or a day specified by Cabinet Order prescribed in Article 15, Paragraph 1 of the Banking Act) the payment due date will be the first day following that day that is not a holiday.
9. Applying Discounts and Campaigns
(1) Switching campaign discount: A 2,000 yen discount will be applied to the first gas bill (w/ tax) after start of supply for customers that switched service from another gas company to the Company.
(2) Bitcoin discount: Customers who select payment by Bitcoin as the method of payment of their monthly gas bill shall receive a discount of 100 yen every month on the customer’s monthly gas bill (w/ tax).
(3) Aqua Clara set discount: Customers who sign up for home delivery water from Aqua Clara, the largest provider in the industry, and city gas as a set shall receive a 300 yen discount each month on their monthly gas bill (w/tax).
(4) Internet fiberoptic discount: Customers who sign up as a set with NTT East/NTT West fiberoptic line shall receive a discount of 300 yen discount each month on their monthly gas bill (w/tax).
(5) High Usage Discount: When gas is continuously used for household use, if the customer’s yearly total gas usage is 600m³ or more from the month when the gas retail supply started, which is regarded as the originating month, to the 12th month, a discount calculated using the formula below shall be applied once to the gas bill (w/ tax) issued after the month the customer’s yearly total gas usage was determined to be 600m³ or more.
Formula: Discount amount (max 3,000 yen) = Yearly gas usage volume total (m³) x 3 yen
(6) Gas appliances discount: Customers shall receive a 5,000 yen discount off of our Company flyer prices any time a customer purchases a gas appliance from our Company. Additionally, with the same model gas appliances, when comparing prices in fliers from other companies, if another company offers a lower flier price compared to our Company’s flier price, the customer shall receive a 5,000 yen discount off the flier price for the other company.
(7) USEN discount: Customers who sign up for the BGM service provided by USEN CORPORATION and city gas as a set shall receive a 3,000 yen discount on their first gas bill (w/ tax). If the first gas bill is less than 3,000 yen, the discount will be applied the following month.
(8) U-NEXT discount: Customers who sign up for the U-NEXT video streaming service provided by U-NEXT Co., Ltd. and city gas as a set shall receive a 100 yen discount each month on their monthly gas bill (w/ tax).
(9) Shopping priority service discount: Customers who sign up for “Shopping Priority Service” operated and managed by U-NEXT Co., Ltd. and city gas as a set shall receive a 100 yen discount each month on their monthly gas bill (w/tax).
(10) TORANOCO discount: Customers who applied for the “TORANOCO” application operated and managed by TORANOTEC Asset Management Co., Ltd. and natural gas as a set and registered a customer number within the “TORANOCO” application shall receive a monthly 100 yen discount off their monthly gas bill (w/ tax).
(11) Trunk discount: When customers sign up for the “trunk” application operated by trunk inc. and city gas as a set, for each “trunk” storage service the customer signs up the customer shall receive a 100 yen discount each month on their monthly gas bill (w/ tax).
(12) Benefit Station by NICIGAS: A monthly discount of 100 yen will be applied to your monthly gas bill (tax included) if you are using “Benefit Station by NICIGAS”, a service provided by NICIGAS in partnership with Benefit One Inc.
10. Billing, Other Methods of Payment
(1) Payments can be made monthly by direct debit, credit cards or Bitcoin.
(2) The customer shall pay the fee in the order in which the payment obligation was generated.
(3) Construction costs, covered construction costs, covered equipment costs and other charges will be paid through financial institutions, etc. designated by the Company.
11. Calorific Value, Pressure and Combustibility of Supplied Gas
The calorific value, pressure and combustibility of supplied gas is as follows and the type of gas used is 13A, therefore it is compatible with 13A gas appliances.

12. Access to Requested Location
The customer agrees to grant access to the Company or the General Gas Pipeline Service Provider to enter the customer's property and building in order to perform the following work unless there are justifiable reasons to prevent the customer from granting access. Additionally, workers will present identification upon request by the customer.
(1) Work to make known and survey
(2) Actions required to start supply, restrict supply, release supply restrictions, extinguish or terminate a provider contract.
(3) Meter-reading performed by the Company or the General Gas Pipeline Service Provider
(4) Work defined in the Transportation Service Provisions (inspections, design/building/maintenance and control of supply facilities and meter replacement) provided by the concerned General Gas Pipeline Service Provider
(5) Depending on other Articles for Gas Retail Providers, work required to establish, change or complete provider contracts or work required for safety
13. Supply Restrictions, etc.
Regarding supply restrictions, etc., the customer agrees to the following.
(1) The Company or concerned General Gas Pipeline Service Provider may restrict or stop gas supply when one of the following applies. In such a case, the customer will be given notice as required. However, this does not apply in case of an emergency.
a. A disaster or other force majeure event occurs.
b. There is a defect in the gas structure or when inspections, repairs, replacements and such are required.
c. It is determined that there is a risk of an accident due to gas leakage or incomplete gas combustion.
d. It is determined that it is required for safety reasons or to supply gas steadily and safely.
e. When it corresponds with other matters stipulated in the Transportation Service Provisions, etc.
(2) When one of the following applies, the concerned General Gas Pipeline Service Provider shall restrict, suspend or stop gas supply.
a. The customer refuses or obstructs the work listed in Section 12 (Access to Requested Location) without a justifiable reason.
b. The customer intentionally or negligently damages or causes loss of the gas structure.
c. The customer violates regulations regarding cooperation or responsibility related to safety in Sections 20 (Safety Responsibility for Supply Facility) to 22 (Customer’s Responsibility).
(3) When the customer corresponds to one of the following, the Company may stop gas supply. In such a case, the customer will be given notice in advance.
a. Payment is not made even though the payment due date has passed.
b. There is a fact of a. above regarding a bill for another gas usage contract with the Company (including contracts that have already been extinguished) and the bill has not been settled regardless of the fact that a request for payment with a payment due date has been issued.
c. Regarding debts other than the payment requested based on the Articles for Gas Retail Providers of this Company, payment is not made.
(4) For inquiries from customers regarding supply restrictions or suspension or stopping of gas supply subject to items (1) or (2) above, the Company will handle those.
(5) In accordance with items (1) or (2) above, if a customer suffers damages, unless the damage was caused by the concerned General Gas Pipeline Service Provider, the concerned General Gas Pipeline Service Provider cannot be held liable.
(6) In accordance with items (1), (2), or (3) above, if a customer suffers damages, unless the damage was caused by the Company, the Company cannot be held liable. Furthermore, if the Company suffers damages subject to items (2) or (3) above, the customer shall be held responsible to pay for said damages.
14. Cancelling supply restrictions, etc.
(1) If supply was restricted, suspended or stopped due to Sections 13(1) or 13(2), restriction, suspension or stoppage will be released when the cause for this action is eliminated.
(2) In the event that supply was stopped in accordance with Section 13(3), if the Company can verify that one of the following reasons applies to the customer, gas supply will be promptly restored.
a. For stoppage subject to Section 13(3)a, when bills that have passed the due date are all paid in full.
b. For stoppage subject to Section 13(3)b, when bills for another gas usage contract with the Company (including ones that have already been extinguished) that have passed the due date determined in their respective contracts are all paid in full.
c. For stoppage subject to Sections 13(2) or 13(3)c, when the cause for the action is terminated and when the debt required to be paid to the Company is paid.
(3) In the event that supply was restricted, suspended or stopped in accordance with Sections 12(2) or 12(3), if it is necessary for security or other reasons for the customer to be present at the time supply is restored, and the customer or a proxy will be required to be present.
15. Changes or Termination of the Gas Retail Provider Contract at the Customer’s Request
(1) If a customer requests a change in their Gas Retail Provider Contract, the change will be applied from the day following the meter-reading day in the following month.
(2) When terminating a Gas Retail Provider Contract for reasons such as relocation, notify the Company the last gas usage date in advance.
16. Changes or Termination of the Gas Retail Provider Contract at the Company’s Request
(1) If any of the following applies, the Company may terminate the Gas Retail Provider Contract with the customer.
a. Payment is not made even though the payment due date designated by the Company has passed
b. Payment is not made for bills for contracts other than the Gas Retail Provider Contract and debts other than the bill are not paid even though the payment due date designated by the Company has passed
c. There is a safety risk due to reasons attributable to the customer, and in the event the gas was used improperly, the improper use is not corrected even after being given a warning.
d. When in violation of other Articles for Retail, etc. provisions, actions are not improved even after being given a warning.
(2) If the Gas Retail Provider Contract is terminated by the Company, the termination date will be notified in advance by written notice, etc.
17. Receivables and Payables after Extinguishment of the Provider Contract
Receivables and payables of bills and others while under the Gas Retail Provider Contract will not be extinguished even if the provider contract is extinguished.
18. Gas Construction
(1) Gas construction is conducted by the concerned General Gas Pipeline Service Provider after application is submitted to the Company or the concerned General Gas Pipeline Service Provider. However, customers may request that a contractor designated by the concerned General Gas Pipeline Service Provider perform certain construction stipulated by the concerned General Gas Pipeline Service Provider in the Transportation Service Provisions, etc.
(2) Internal pipes and gas cocks are owned by the customer and installed at the customer's expense.
(3) In principle, gas cutoff devices installed for the customer shall be owned by the customer and installed at the customer's expense.
(4) Regarding gas meters, gas meters owned by the concerned General Gas Pipeline Service Provider shall be installed and construction fees required for installation shall be paid by the customer.
(5) In principle, repair expenses for supply facilities owned by the customer shall be covered by the customer and repair expenses for supply facilities owned by the concerned General Gas Pipeline Service Provider shall be covered by the concerned General Gas Pipeline Service Provider.
(6) Pressure regulators and booster supply devices installed for the customer per an application by the customer are owned by the customer and the costs for installation shall be covered by the customer.
(7) Matters concerning other gas construction is based on Transportation Service Provisions, etc.
19. Payment and Settlement of Construction Expenses
When the Company receives a bill for construction costs, covered construction costs, covered facility costs, actual costs or an amount equivalent to the actual amount associated with providing gas to a customer based on the Transportation Service Provisions, etc., the customer shall pay the amount to the Company by the date designated by the Company. Additionally, when the Company is asked to settle construction costs, covered construction costs or covered facility costs after completion of construction from the concerned General Gas Pipeline Service Provider, the Company shall promptly settle the construction costs, covered construction costs or covered facility costs.
20. Safety Responsibility for Supply Facility
The customer shall agree to the following regarding the safety responsibilities for the supply facility.
(1) Internal pipes and gas cocks are owned by the customer and installed at the customer's expense. The customer shall be responsible for managing supply facilities that become assets of the customer, such as internal pipes and gas cocks.
(2) In accordance with the stipulations in the Gas Business Act, in regards to the supply facility in (1), the concerned General Gas Pipeline Service Provider shall be responsible for security with inspections and devices to respond in emergency situations.
(3) The concerned General Gas Pipeline Service Provider shall inspect internal pipes, gas cocks and booster supply devices, with the customer's consent, in accordance with the provisions in the Gas Business Act. Additionally, the General Gas Pipeline Service Provider shall promptly notify the customer of the results of the inspection.
(4) When a customer suffers damage for reasons other than reasons attributable to the General Gas Pipeline Service Provider, the General Gas Pipeline Service Provider shall not be held liable for compensation.
21. Customer Cooperation on Safety
(1) When a gas leak is detected, the customer shall close meter gas cocks and other gas cocks immediately and notify the Company or concerned General Gas Pipeline Service Provider. In such a case, the Company or concerned General Gas Pipeline Service Provider shall take appropriate measures immediately.
(2) If supply or use of gas is interrupted, the Company or the General Gas Pipeline Service Provider may ask customers to operate the intelligent gas meter to stop the interruption. Instructions for the method will be provided by the Company or General Gas Pipeline Service Provider. If supply or usage state is not recovered, follow item (1) above to notify the Company or concerned General Gas Pipeline Service Provider.
(3) If the customer receives notice for item (3) of Section 20 (Safety responsibility of the supply facility), the customer shall take required measures to make improvements to comply with the technical standards stipulated in the Gas Business Act or stop usage.
(4) When it is determined to be required for safety reasons, the Company or the concerned General Gas Pipeline Service Provider may request repairs, modifications, relocation or installation of a special facility for the supply facility and consumer-side equipment installed on the customer’s property or in their building or may order the customer to stop use.
(5) Making changes to the supply facilities without the consent of the Company or the concerned General Gas Pipeline Service Provider, or installing supply facilities or other facilities that will negatively impact the properties of gas as stipulated in the Transportation Service Provisions, etc. is prohibited.
(6) With gas meters, etc. installed by the concerned General Gas Pipeline Service Provider, customers are required to maintain conditions that allow maintenance and management such as meter-reading, inspections and replacements to be done smoothly at all times.
(7) The Company and the concerned General Gas Pipeline Service Provider may consult with customers as necessary regarding the management of supply facilities on the customer property.
22. Customer's Responsibility
(1) When there is a risk of a backflow of the concerned gas such as by using compressed gas, etc. at the same time, the customer shall install a safety device approved by the concerned General Gas Pipeline Service Provider at a location designated by the concerned General Gas Pipeline Service Provider. In such a case, the safety device shall be owned by the customer and the costs required for installation shall be covered by the customer.
(2) When using a booster supply device, the customer shall comply with the conditions listed in the Transportation Service Provisions, etc.
(3) Regarding Article 62 of the Gas Business Act, the customer shall comply with the following as the customer’s responsibility for gas structures owned and possessed by the customer.
a. Customers shall make all efforts to cooperate with safety tasks of the concerned General Gas Pipeline Service Provider.
b. Hypothetically, if an order for modification, etc. is issued by the Minister of Economy, Trade and Industry due to non-compliance with technical standards, the customer must cooperate with the safety tasks.
c. In a case where the customer does not cooperate with the safety tasks even when an order for modifications, etc. was issued, if the gas structure is especially critical to ensure public safety, the Minister of Economy, Trade and Industry can recommend that the concerned owner or possessor cooperate.
23. Inspection of Supply Facilities, etc.
Customers may request that the concerned General Gas Pipeline Service Provider inspect internal pipes, booster supply devices, gas cocks, gas cutoff devices or pressure regulators installed for customers, etc. to confirm they comply with the standards stipulated in the Gas Business Act. In such a case, regardless of whether or not they comply, as a result of inspection, with the standards stipulated in the Gas Business Act, the inspection fee shall be covered by the customer.
24. Obligation to Make Known and Inspect
(1) In order to prevent risks associated with the use of gas, in accordance with the stipulations in the Gas Business Act the Company shall notify necessary matters to the customer through methods that allow customers to access information from news organizations, printed materials, e-mails or through telecommunication lines.
(2) In accordance with the stipulations in the Gas Business Act, regarding gas equipment for bath heaters and water heaters installed indoors without incomplete combustion prevention devices, the Company shall perform inspections, with the consent of the customer, to determine whether they comply with the technical standards stipulated in the Gas Business Act. As a result of the inspection, if the gas equipment does not comply with the technical standards stipulated in the Gas Business Act, the customer will be notified of the required measures to take, such as making modifications to comply with the technical standards stipulated in the Gas Business Act or stopping use, and the result they will face if they fail to take the measures.
(3) In regard to gas equipment related to the notification in item (2) above, the Company shall conduct a survey again as stipulated in the Gas Business Act.
(4) The customer agrees to notify the Company of past survey results obtained by the concerned General Gas Pipeline Service Provider and to notify the concerned General Gas Pipeline Service Provider as to the survey results for items (2) and (3) above conducted by the Company.
25. Reporting Gas Accidents in the Consumption Stage
If a gas accident occurs during the consumption stage, the customer agrees to provide information obtained by the concerned General Gas Pipeline Service Provider at the accident site to the Company.
26. Relationship after Extinguishment of the Transportation Service Contract
As stipulated in the Transportation Service Provisions (relationship after extinguishment of the Transportation Service Contract), with consent from the owner or possessor of the installation site, the concerned General Gas Pipeline Service Provider may keep supply facilities owned by the concerned General Gas Pipeline Service Provider such as gas meters.
27. Other Procedures and Inquiries
The Company may make changes in the Articles for Retail, etc. and Price List at any time. In such a case, we will inform you in advance as to the details of the changes. Changes made to the Gas Retail Provider Contract after the contract is completed or handling of matters not covered in this document can be confirmed using the latest supply conditions defined in the NIPPON GAS CO., LTD. Articles for Gas Retail Provider at the sales office or on the website.
